If you put the image into google translate a number of useful clues come out to do online research, now however I am about to leave the house and can’t go into it, if you have time I will leave you material to work on.

“黑色元且夜” “Lan Kwai Fong”

I do have part 1 of this on DVD, I believe there was also a VCD. I’ve not seen the second part however.

Could this be a video related to this event?

The Lan Kwai Fong tragedy was a crowd stampede that occurred in Hong Kong on New Year’s Day on January 1, 1993. A large number of people attended the New Year’s Eve concert and New Year celebrations in Lan Kwai Fong, Central, Hong Kong Island that night. However, after the New Year’s Eve countdown, they From extreme joy to tragedy, crowds pushed and someone fell down on D’Aguilar Street, causing a stampede, resulting in 21 deaths and 63 injuries[2][3], becoming the most serious stampede tragedy since the opening of Hong Kong[4][5][6 ]. Hong Kong Governor Patten ordered the establishment of an independent investigation committee[7] that morning. Chief Inspector Pao Chi-kin led the committee to independently investigate the incident, and ordered an interim report to be submitted no later than January 18. The independent investigation committee will provide interim and final reports. Following a number of recommendations, the Hong Kong Police Force has since implemented crowd control measures at major holiday celebration locations, and the MTR has provided all-night service on New Year’s Eve every year since December of the same year to avoid another tragedy.

It certainly seems so, there was a post-mortem investigation conducted afterwards and then new regulations brought in following the incident. It seems to be quite a cool find, from a shockumentary cinema standpoint at least, and isn’t a title I was previously aware of.

This reel seems it may be from the tape:
